AB OBJECTIVE: To implement a Reference Center for HIV surveillance and
support the medical requirement of laboratory test for the follow up of
HIV infected people. INTRODUCTION: Since 1986 our Center incorporated
the HIV screening among volunteer blood donors in Public Health services
located in Rosario City. The transfer of technology and training were
promoted in the Northeast part of Argentina, comprising 20% of the
entire country population. After seven years a network was set up with
the integration of 42 blood banks and 31 Medical Centers inside the
region. 74 people received training. We evaluate in the last two years
the serological test other than Elisa and Western blot for HIV, for
medical assistance of HIV infected people. RESULTS: 10904 spontaneous
and anonymous presentation for HIV screening, and 241114 volunteer blood
donors were tested for HIV positivity during the follow up. 3362 were
confirmed as HIV positive and belong to different at risk communities
from the area incorporated to the network. 813 test for HIVAg, 8215 for
HVB, 3810 for TBC and 2117 CD4/CD8 count were performed. Organon Teknika
and Abbott laboratory Elisa test were used for HIV and HVB tests.
Western blot and LiaTek from Organon were used for confirmatory test,
CD4/CD8 count by IFA was used. Figure I and II show the evolution of
different number of test during the time considered. DISCUSSION: The
establishment of a Reference Center for HIV surveillance and the
permanent implementation of new technologies in laboratory work to
assist the requirement of HIV infected people, demand a precise aim
definition. Different test other than HIV related are necessary for
medical evaluation, therapy monitoring, house holders evaluation, etc.
Permanent training and transfer of technology to set up a network in
order to assist the HIV spread is necessary. Our experience allow us to
submit the following. CONCLUSIONS: 1) In developing countries the HIV
infection generate a permanent implementation of different laboratory
test in order to answer the medical and social requirement of the
infected people. 2) The purposes of Reference Center must be analysed
steadily in order to establish a enough budget for its continuity.
